Plane lands, doors open and Japanese Ambassador, Sadac Iguchi, and unidentified naval officer, leave the plane and are greeted by Rear Admiral H.H. McLean of the welcoming group; also present is Adm Harry Sanders. They leave in car. CU, Japanese flag on side of car. Japanese Ambassador and Admiral McLean inspect the Marine Honor Guard. CU, American and Japanese flags; in the background the ships that will be transferred to the Japanese Navy. CU, bell, USS Charleston 1905. HS, official cars enter US Navy Base. Seq, Japanese flag is raised on flagpole; Admiral McLean salutes. CU, sign: "USS Ellyson." Pan flags flying on the high mast to the various parts of the ship. VS, CUs and LSs, Japanese officers and sailors, who will take over the American ships. RV, General Mark Clark seated with the Japanese Ambassador. General Clark, Admiral McLean, and other officials in group, chat. VS, dignitaries, American officers and sailors, Japanese officers and sailors, with heads bared, listening to the invocation. VS, Admiral McLean speaks from the platform. VS, Japanese enlisted men, followed by officers, make their way up the gangplank and walk along the ship. VS, as the Japanese flag is raised from the bow of one ship. Sailors salute. Japanese Ambassador and Admiral McLean make their way aboard the ship; they are greeted and saluted by the Japanese officers and sailors. The two ships are the USS Ellyson and USS Macomb. Celebrities in the audience are too numerous to mention; see original caption sheets for all the names.

Mark Wayne Clark (1896-1984) was born in Madison Barracks, New York. After he graduated from West Point in 1917, he commissioned in the infantry. During World War I, he became wounded in combat while commanding a battalion in France. He served with the War Department General Staff from 1921 to 1924. He graduated from the Command and General Staff School in 1935 and the Army War College two years later. Between 1940 and 1942, he served at General Headquarters and then Army Ground Forces.
